The war drama "Peaceful-21" tells the story of the Lugansk Border Guard unit, whose fighters separatists and Russian special services tried in vain to force to betray their country. The film is based on real events that unfolded in eastern Ukraine in June 2014.

Film director Akhtem Seitablaev learned about the border guards' heroic deeds during the shooting of the show "Brave Hearts" (2+2), which he hosted. The program's hero was Sergei Deyneko, who led the Lugansk Border Guard unit and directed its defense during the assault by militants at the beginning of the Russian aggression in the Lugansk region. The idea of making a film about the border guards belonged to the member of parliament Pavel Sushko, who had served in the border forces himself. He introduced the director of the film, Akhtem Seitablaev, to the Head of the State Border Guard Service of Ukraine, Sergei Deyneko. During that meeting, Sergei Deyneko told the story of the defenders of the Lugansk Border Guard unit. That's how the process of creating the film began.

Three screenwriters worked on "Peaceful-21." Yaroslav Yarish and Sergei Kastornih are experienced authors, while Anatoliy Kotsyurba worked on the screenplay for the film for the first time. Anatoliy is a current colonel of the State Border Guard Service of Ukraine. Anatoliy was invited to accurately and correctly depict the specifics of military service on screen. The filming of the war drama "Peaceful-21" took place in Kyiv and in the Military Unit of the town of Vasylkiv in the Kyiv region (United Training Center of the Air Forces).
